$3,000-$4,000 is about average for original research articles. I would be suspicious of any journal that has fees under $500-$1,000 because predatory publishers tend to use the low price to trick people into publishing with them (and then charging them more hidden fees). Sometimes the department you're working with might be willing to assist with publishing costs depending on its budget. You could go for traditional publishing which doesn't charge publishing fees but also locks your article behind a paywall. Or you could present the paper at a conference.
